Lord Wellington, early in October, called down his troops from their cold and miserable posts in the mountains, and marched them over the Bidassoa, and encamped them amongst the French hills and valleys of La Rhune. The last division moved across on the 10th of November, the town of Pampeluna having surrendered on the 31st of October. This was a very agreeable change to the troops; but, before crossing, his lordship issued the most emphatic orders against plundering or ill-using the inhabitants. He told them, and especially the Spanish and Portuguese, that though the French had committed unheard-of barbarities in their countries, he would not allow of retaliation and revenge on the innocent inhabitants of France; that it was against the universal marauder, Buonaparte, and his system, that the British made war, and not against the people of France. But the passions of the Portuguese and Spaniards were too much excited against their oppressors, and they burnt and plundered whenever they had opportunity. On this, Wellington wrote sternly to the Spanish general, Freyre.[62] "Where I command," he said, "no one shall be allowed to plunder. If plunder must be had, then another must have the command. You have large armies in Spain, and if it is wished to plunder the French peasantry, you may then enter France; but then the Spanish Government must remove me from the command of their armies. It is a matter of indifference to me whether I command a large or a small army; but, whether large or small, they must obey me, and, above all, must not plunder." To secure the fulfilment of these orders, he moved back most of the Spanish troops to within the Spanish frontiers. The strictness with which Lord Wellington maintained these sentiments and protected the inhabitants produced the best results. The folk of the southern provinces, being well inclined to the Bourbons, and heartily wearied of seeing their sons annually dragged away to be slaughtered in foreign countries for Buonaparte's ambition, soon flocked into camp with all sorts of provisions and vegetables; and they did not hesitate to express their wishes for the success of the British arms.[18] Colour Background Image Background

This was quickly communicated to the French vessels; the mortality was more than that of a great battle, and the combined fleet hastened to Martinique, where they landed their soldiers and part of their seamen to recruit. They remained at Fort Royal till the 5th of July, only to disagree and quarrel more and more. Proceeding thence to St. Domingo, they parted, De Guichen returning to Europe, as convoy of the French homebound merchantmen; and Solano sailing to Havana, to co-operate with his countrymen in their designs on Florida.
  • THREE:Not at all dismayed by this unrighteous severity, the Scottish Friends of the People met in convention, in Edinburgh, on the 9th of October. At this Convention delegates appeared, not only from most of the large towns of Scotland, but also from London, Sheffield, and Dublin. Letters were also received from the Societies in England. Mr. William Skirving, a friend of Muir and Palmer, as secretary to the Convention, read these letters, and other papers, demanding annual parliaments and universal suffrage. As the British Parliament was considered, and truly, merely a corrupt clique of the representatives of boroughmongers, they proposed to apply directly to the king, that he might urge those necessary reforms on the Legislature.[428] In Scottish fashion, the Reformers opened and closed their sittings with prayer, presenting a striking contrast to the French Revolutionists. On the 6th of November delegates appeared from the Society of United Irishmen, and Margarot and Gerald from the Society of the Friends of the People in London. Margarot stated that five hundred constables had beset the meeting in London, to prevent delegates from getting away to this Convention, but that the manufacturing towns of England were almost all in favour of Reform; that in Sheffield alone there were fifty thousand; that a general union of the Reformers of the United Kingdom would strike terror into their enemies, and compel them to grant annual parliaments and universal suffrage. THREE:Immediately after this engagement Blucher was joined by part of the grand army, under the Prince of Würtemberg; he therefore determined to attack Napoleon, and on the 1st of February drew out his forces. Napoleon would have declined the engagement; but he had the deep river Aube in his rear, and only the bridge of Lesmont by which to pass it. He preferred, on this account, to risk the battle, rather than retreat in such circumstances. Blucher attacked at once from the villages of La Rothire, Dienville, and Chaumont. The battle was severely contested for the whole day, the Prince of Würtemberg greatly distinguishing himself in it. In the end Buonaparte was wholly defeated, lost four thousand prisoners and seventy-three guns, and must have been captured himself, had not the Austrians, by surprising slowness, allowed him to escape over the bridge. He then retreated towards Troyes, where he was joined by his Imperial Guard; but his losses had been very heavy. Had Blucher and Schwarzenberg, who had now met, marched on united, they must have been in Paris in a very short time; but, with the German fatality of dividing, they had no sooner experienced the benefit of a powerful union than they called a council at the chateau of Brienne, and agreed to separate again. Blucher, joining to his own the divisions of Yorck and Kleist, proceeded towards Paris by the Marne, and Prince Schwarzenberg followed the course of the Seine.

  • THREE: H. M. Sandford, made Lord Mount Sandford.Gradually, however, a more refined tone was diffusing itself. The example of the head of the nation had not been without its effect. The higher classes abandoned Ranelagh and Vauxhall to the middle and lower classes, if they did not abandon their theatre, opera, and rout. But the theatres, too, became more decorous, and the spread of what had been called Methodism began to reach the higher classes through such men as Wilberforce, and such women as the Countess of Huntingdon and Hannah More. The most palpable drawback to this better state of sentiment and manners was the profligacy of the Prince of Wales and his associates. But towards the end of the reign a decided improvement in both manners and morals had taken place. The momentous events passing over the world, and in which Great Britain had the principal agency, seemed to have rooted out much frivolity, and given a soberer and higher tone to the public mind. The spread of a purer and more humane literature baptised the community with a new and better spirit; art added its refinements, and religion its restraints. The efforts to introduce education amongst the people had begun, and the lowest amusements of dog-fighting, cock-fighting, and bull-baiting were discouraged and put down. The new birth of science, art, literature, and manufactures was accompanied by a new birth of morals, taste, and sentiment, and this, happily, was a true birth; and the growth of what was then born has been proceeding ever since. THREE:It was stated that the overthrow of Peel's Government was decided by what was called the Lichfield House compact, which made a great noise at the time. By this compact it was alleged that a formal coalition had been effected between the Whigs and the Irish Catholics; but they denied that there was anything formal about the arrangement. There was a meeting, it is true, at Lichfield House, when Lord John Russell stated his intentions, and described what would be his Parliamentary tactics. These met the approval of O'Connell and his friends, and to that extent alone, even by implication, did any compact exist. There had also, it appears from Mr. Walpole's "Life of Lord John Russell," been certain pour-parlers, the result of a formal circular issued by Lord Duncannon. Mr. O'Connell was accustomed to explain his reason for supporting the Whigs by a comparison which was not the most complimentary to them; he said they were like an old hat thrust into a broken pane to keep out the cold.Napoleon now called up his auxiliary forces from Saxony, Würtemberg, Bavaria, and from all the Confederation of the Rhine, as well as new battalions from France, and advanced against the Russians. In the first place, the French, who had completed the subjugation of the Prussian states east of the Oder, pushed forward towards Poland, to attack the Russian general, Benningsen, who advanced to Warsaw, and occupied it in conjunction with the Prussians. Benningsen, however, finding the Prussians few and dispirited, fell back beyond the Vistula, and Murat, at the head of the French vanguard, entered Warsaw on the 28th of November. He was soon after joined there by Buonaparte, and Warsaw being put into a state of defence, the French army advanced to the Vistula and the Bug, in spite of the lateness of the season. Benningsen again retreated behind the Wkra, where he united his forces with those of Generals Buxhowden and Kaminskoi. Kaminskoi took the supreme command. When Napoleon arrived at the Wkra on the 23rd of December, he formed his army into three divisions, and forced the passages of the river. Kaminskoi fell back behind the Niemen, and the French pursued him, committing some injury on him. This trifling advantage Napoleon converted, in his bulletins to Paris, into the rout and general defeat of the Russians. It was true that the Russians were destitute of stores, having applied to Britain for money, and obtained only eighty thousand pounds. They fought, therefore, under great disadvantages, against an army furnished with everything. Notwithstanding, Benningsen, who was by far the most vigorous of their generalsfor Kaminskoi was fast falling into lunacyposted himself strongly behind Pultusk, his right led by Barclay de Tolly, and his left by Ostermann. Kaminskoi ordered Benningsen to retreat, but he refused, and stood his ground. At first Tolly was driven back by Lannes and Davoust, but Benningsen converted this disadvantage into a ruse, ordering Tolly to continue his retreat, till the French were drawn on, so that he could bring down his left wing on them. This he did with such effect that he killed and wounded nearly eight thousand of them, having, however, himself five thousand killed and wounded. Lannes and five other generals were amongst the wounded. The French seized the opportunity of darkness to retreat with such speed, that the next morning not a trace of them could be seen near Pultusk. Prince Galitzin fought another division of the French the same day at Golynim, and with the same success. Had Benningsen had the chief command, and brought down the whole united Russian army on Napoleon, the victory must have been most decisive; as it was, it taught the French that they had different troops to Prussians or Austrians to contend with. They drew off, and went into winter quarters at Warsaw and the towns to the eastward. The chief command of the Russian army was now conferred on Benningsen, and so far from Buonaparte having, as he boasted, brought the war to a close with the year, we shall find Benningsen, at the head of ninety thousand men, soon forcing him into a winter campaign.

  • THREE:[See larger version]Nevertheless, the whole army was dead beat and in the most deplorable condition when they entered Carlisle on the morning of the 19th. As the enemy did not appear, they rested that day and the following night, when they set forward again, leaving a fresh garrison. Cumberland was soon up before the walls, and they fired vigorously at him; but he sent off to Whitehaven and brought up six eighteen-pounders, with which, to their dismay, he began to play on their crumbling walls on the 29th. Next morning they hung out a white flag, and offered to capitulate; but Cumberland would hear of no terms except their surrendering on condition that they should not be put to the sword. At three o'clock in the afternoon both town and castle were surrendered, the garrison being shut up in the cathedral, and a guard set upon them. On the 3rd of January the Duke of Cumberland left the command to General Hawley, and hastened back to London, being summoned to defend the southern coast from a menaced landing of the French. THREE:Before Walpole thus threw off the mask of moderationindeed, on the very day of his resignationhe introduced a well-matured scheme for the reduction of the National Debt, which was, in fact, the earliest germ of the National Sinking Fund. Though the ordinary rate of interest had been reduced, by the statute of the 12th of Queen Anne, to five per cent., the interest on the funded debt remained upwards of seven. The Long and Short Annuities were unredeemable, and could not be touched without the consent of the proprietors; but Walpole proposed to borrow six hundred thousand pounds at only four per cent., and to apply all savings to the discharge of the debts contracted before December, 1716. He proposed, also, to make some arrangement with the Bank and the South Sea Company, by which the Bank should lend two millions and a half, and the Company two millions, at five per cent., to pay off such holders of redeemable debts as should refuse to accept an equal reduction.During the time that Malcolm, Keir, Hislop, and other officers were running down the Pindarrees, Major-General Smith, who had received reinforcements at Poonah, was performing the same service against Bajee Rao, the Peishwa who had furnished Cheetoo with funds. He marched from Poonah at the end of November, 1817, accompanied by Mr. Mountstuart Elphinstone. They encountered the army of the Peishwa on the Kistnah, where his general, Gokla, had posted himself strongly in a ghaut. The pass was speedily cleared, and the army of the Peishwa made a rapid[140] retreat. The chase was continued from place to place, the Peishwa dodging about in an extraordinary manner, till, at length, he managed to get behind General Smith, and, passing between Poonah and Seroor, he was joined by his favourite Trimbukjee, whom he had long lost sight of, with strong reinforcements of both horse and infantry. General Smith, so soon as he could discover the route of the Peishwa, pursued it, but soon after the Mahrattas showed themselves again in the vicinity of Poonah. To secure that city from the Peishwa's arms, Captain F. F. Staunton was dispatched from Seroor on the last day of the year with six hundred sepoys, three hundred horse, and two six-pounders; but he was not able to reach Poonah. The very next day, the 1st of January, 1818, he found his way barred by the whole army of the Peishwa, consisting of twenty thousand horse and several thousand foot. Could they have remained a little longer, General Smith, who was on the track of the Peishwa, would have been up to support them. But in the night of the 2nd of January, having no provisions, Staunton fell back, carrying with him all his wounded and his guns, and reached Seroor by nine o'clock on the morning of the 3rd of January.

ONE:Mlas, who had been besieging Genoa, had left part of his army to reduce that city, defended by a strong French division under Massena and Soult, and advanced to Nice, which he had entered, and was contemplating his descent on Provence, when the news of Buonaparte's entrance of Piedmont reached him. He directed his march now to meet him. In the meantime, Massena and Soult, worn out by famine, the fort being blockaded by Admiral Lord Keith, had surrendered Genoa to General Otto, whom Mlas had ordered to raise the siege and join him. Mlas summoned his scattered forces to make head against Buonaparte, and was himself pursued from the neighbourhood of Nice by Suchet. Buonaparte deceived Mlas by false movements, making him imagine that his object was Turin, and so entered Milan in triumph on the 2nd of June. After various encounters and man?uvres between Buonaparte and Mlas, the First Consul crossed the Po at Piacenza, drove back the advanced guard of the Austrians, and took up a position on the plains of Marengo, on the right bank of the little stream, the Bormida, and opposite to Alessandria, where Mlas was lying. The next daythe 14th of JuneMlas drew out his forces, and attacked the French with great spirit. The Austrians amounted to about forty thousand, including a fine body of cavalry, for which the ground was highly[477] favourable; the French were not more than thirty thousand, posted strongly in and around the village of Marengo, in three divisions, each stationed about a quarter of a mile behind the other. After two or three attempts the Austrians drove the French out of the village of Marengo, threw the second division, commanded by Lannes, into confusion, and put to rout the left wing of Buonaparte's own division, threw his centre into disorder, and compelled him to retreat as far as St. Juliano. The whole tide of battle was running against Buonaparte, and a short time must have completed his rout, when the strength of the old general, Mlasmore than eighty years of agegave way, for he had been many hours on horseback. He retired from the field quite secure of the victory, and left General Zach to finish it. But, at this moment, General Desaix, who had lately arrived from Egypt, and had been sent by Buonaparte to make a diversion at Rivolta, came back with his detachment of twenty thousand men. Kellermann, also, who was posted in the rear with a body of reserve, marched up at the same time. A new and desperate charge was made on the fatigued Austrians, and they were broken and put to the rout. They retreated across the Bormida, towards Alessandria, in a panic, the horse galloping over the infantry. Mlas, dispirited by his defeat, but more by his age, gave up the struggle and on the 16th of June concluded an armistice, resigning not only Alessandria, where he might have stood a longer siege, but Genoa, which had just surrendered to the Austrians, and all the Genoese territory, agreeing to retire behind the line of Mantua and the Mincio, and leaving to the French all Lombardy as far as the Oglio. The French themselves could scarcely believe the reality of such a surrender.Stood waiting for Sir Richard Strachan; THREE:In the meantime the Irish State trial, and the affairs of Ireland generally, were the subject of frequent discussions in both Houses of Parliament. On the 13th of February the Marquis of Normanby moved a resolution condemnatory of the policy of the Government, contrasting it with his own Administration, with the treatment of Canada, and with the liberal policy by which, he said, Austria had conquered disaffection in Lombardy. He was answered by Lord Roden and others, and on a division his motion was rejected by a majority of 175 to 78. On the same day the state of Ireland was introduced by Lord John Russell, in a speech which occupied three hours. The debate that followed lasted for nine days. The principal speakers who took part in it were Mr. Wyse, Sir James Graham, Mr. Young, Sir George Grey, Lord Eliot, Mr. Shaw, the Recorder of Dublin, Lord Howick, Lord Stanley, Mr. Macaulay, Sir William Follett, Sir Thomas Wilde, Sir F. Pollock, the English Attorney-General, Mr. Roebuck, Mr. O'Connell, Mr. Sheil, and Sir Robert Peel. The discussion turned mainly upon the question whether or not O'Connell had had a fair trial, and upon this the lawyers and the House pronounced opinions in harmony with the interests of their respective parties. But nearly every topic that could be mentioned was brought up in the course of the monster debate. Sir Robert Peel concluded a long and able speech in defence of his Government with the following beautiful peroration:"I have a firm conviction that if there were calm and tranquillity in Ireland, there is no part of the British empire that would make such rapid progress in improvement. There are facilities for improvement and opportunities for it which will make the advance of Ireland more rapid than the advance of any other country. I will conclude, then, by expressing my sincere and earnest hope that this agitation, and all the evil consequences of it, may be permitted to subside; and hereafter, in whatever capacity I may be, I should consider that the happiest day of my life when I could see the beloved Sovereign of these realms fulfilling the fondest wishes of her heart, possessing a feeling of affection towards all her people, but mingling that[535] affection with sympathy and tenderness towards Ireland. I should hail the dawning of that auspicious day, when she could alight like some benignant spirit on the shores of Ireland, and lay the foundations of a temple of peace; when she could, in accents which proceeded from the heartspoken to the heart rather than to the earcall upon her Irish subjects of all classes and of all denominations, Protestants and Roman Catholics, Saxon and Celt, to forget the difference of creed and of race, and to hallow that temple of peace which she should then found, with sacrifices still holier than those by which the temples of old were hallowedby the sacrifice of those evil passions that dishonour our common faith, and prevent the union of heart and hand in defence of our common country."
ONE:The tumult in Ireland was succeeded by one in Scotland. The people of that country, though they were, by the provisions of the Act of union, to bear their proportion of the malt tax, had always refused compliance, and in 1713 had issued a violent resolution against it. They had never yet complied with the law, and Walpole, seeing the sturdy nature of the opposition, was willing to give up the point quietly. But during the Parliamentary Session of this year, Mr. Brodrick proposed that a duty of sixpence on every barrel of ale should be paid in lieu of it. Walpole was reluctant to go into the question, but the House was bent on it, and he therefore complied so far as to consent to a duty of threepence per barrel, or half the amount. There were promptly riots in Glasgow, and at Edinburgh the brewers refused to brew. Walpole sent down the Earl of Islay, the brother of the Duke of Argyll, and a zealous adherent of his own, to pacify the country. Islay behaved with equal prudence and firmness. He found the powerful combination of brewers essaying to make a stand against and then attempting to make terms with him. But he let them know that nothing but unconditional surrender to the laws would be accepted, and they at length held a meeting, where the chairman put the question, "To brew, or not to brew?" The members were to vote seriatim; but neither the man on his right nor the one on his left would venture to begin. In the long pause that ensued, one Gray declared that he thought there was nothing for them to do but to return to their trades; that he would not be bound by the majority, but would vote independently, and he voted to brew. The meeting broke up, and that night a number of breweries were set to work, and the next day, at noon, about forty brew-houses were in full action in Edinburgh, and ten in Leith.

ONE:Cumberland was now hunting down the fugitives on all sides. He posted himself at Fort Augustus, which the insurgents had blown up before leaving it, and from that centre he sent out his myrmidons in every direction to hunt out the Highlanders, and shoot them down on the spot or bring them in for execution. Everywhere the unhappy clans were pursued by their hereditary enemies, the Whig clans, especially by the men of Argyllshire, and massacred with the most atrocious cruelty. They stripped their houses and then burned them down, drove away the cattle, and tracking the miserable families into dens and caves, smothered them with burning heather, or thus forced them to rush out upon their bayonets. In all these diabolical proceedings, the Duke of Cumberland and the brutal General Hawley were foremost. "After all," Cumberland (whose wicked work earned him the name of "The Butcher") wrote to the Duke of Newcastle from Fort Augustus, "I am sorry to leave this country in the condition it is in, for all the good that we have done has been a little blood-letting, which has only weakened the madness, but not at all cured it; and I tremble for fear[108] that this vile spot may still be the ruin of this island and our family."

FORE:The Spaniards had at length made Lord Wellington Commander-in-Chief of the Spanish armies,[56] but this appointment was little more than nominal, for the Spanish generals continued as froward and insubordinate as ever; and the Spanish Government was poorer than ever, its remittances from the South American colonies, which were asserting their independence, being stopped. Wellington's dependence, therefore, continued to rest on his army of British and Portuguesesixty-three thousand infantry and six thousand cavalry.
ONE:The Duke of Wellington had some difficulty in producing due subordination among the members of his Government at the outset. At Liverpool, Mr. Huskisson, in addressing his constituents, by way of apology for serving under a Tory chief, said that in taking office he had obtained guarantees for the future Liberal course of the Government. The Duke resented this assertion, and in the House of Lords, on the 11th of February, with some warmth, contradicted the statement, and declared that pledges had neither been asked nor given, and that if they had been asked, they would have been indignantly refused. Mr. Huskisson explained, in the Commons, that by guarantees he had meant only that the past conduct and character of his colleagues furnished pledges for the future course of the Ministry. Another cause of misunderstanding arose, on the 19th of the same month, with reference to the disfranchisement of East Retford. A Bill had been brought in for that purpose. A portion of the Cabinet were for the enlargement of the constituency by taking in the neighbouring hundred of Bassetlaw; but the constituency had obtained permission to be heard by counsel before the Lords, and they produced such an impression that the Duke of Wellington hesitated about the propriety of the measure. Another party were for transferring the members to Birmingham. The course Mr. Huskisson is represented to have taken on this question seems so tortuous that it is not easy to account for it. The Duke of Wellington and Mr. Peel were understood to have advocated in the Cabinet the disfranchisement of East Retford, and the transference of its members to Birmingham. Mr. Huskisson, conceiving that he was in honour bound to adhere to an arrangement that Mr. Canning had made, voted for throwing open the franchise, and carried his point. They produced their Bill accordingly, and were met, as in the kindred case of Penryn, with a counter-proposal for transferring the members to Birmingham. Against this Mr. Huskisson argued, as tending to weaken too much and too suddenly the agricultural interest. The second reading was proposed on the 19th of May, and an animated debate ensued, in which the chief speakers on the Ministerial side were Mr. Peel and Mr. Huskisson. Nobody appeared to suspect that Mr. Huskisson did not intend to support with his vote the measure which as a speaker he had recommended. Such, however, proved to be the fact. A division took place, and Mr. Huskisson and Lord Palmerston, very much to the astonishment of all parties, went into the lobby against the Ministerial proposal. At two o'clock that night Mr. Huskisson wrote a letter to the Duke, which his Grace received at ten in the morning, in which he said, "I owe it to you, as the head of the Administration, and to Mr. Peel, as leader of the House of Commons, to lose no time in affording you an opportunity of placing my office in other hands." The Duke very naturally took this as a resignation, but Mr. Huskisson denied that it was so meant. An irritating correspondence ensued, and Mr. Huskisson left the Cabinet, as he affirmed, against his will. All the followers of Mr. Canning went with himnamely, Lord Dudley from the Foreign Office, Lord Palmerston from the War Office, and Mr. C. Grant from the Board of Control. They were succeeded by Lord Aberdeen as Foreign Secretary, Mr. Vesey Fitzgerald at the Board of Control, and Sir Henry Hardinge as Secretary at War. Such was the constitution of the Government, with all its Liberalism thus expurgated,[264] which repealed the Test and Corporation Acts, and carried Catholic Emancipation. The king was particularly anxious to have a strong Government. He was still firm in his resistance to Catholic Emancipation. The very mention of the subject by his Ministers produced a degree of excitement and irritation which made their intercourse with him occasionally unpleasant. The Duke of Wellington seemed, of all men, the least likely to give way on the subject. In the debate on the Test and Corporation Acts, he said, "There is no person in this House whose feelings and sentiments, after long consideration, are more decided than mine are with respect to the Roman Catholic claims; and I must say that, until I see a great change in that question, I must oppose it."

ONE:The production of copper during this period was so plentiful, that, though the great mines in Anglesea were not yet discovered, full liberty was given to export it, except to France. From 1736 to 1745 the mines of Cornwall alone produced about 700 tons annually, and the yearly amount was constantly increasing. A manufactory of brassthe secret of which mixture was introduced from Germany, in 1649was established in Birmingham, in 1748; and, at the end of this period, the number of persons employed in making articles of copper and brass was, probably, not less than 50,000. The manufacture of tinned iron commenced in Wales about 1730, and in 1740 further improvements were made in this process. Similar improvements were making in the refinement of metals, and in the manufacture of silver plate, called Sheffield plate. English watches acquired great reputation, but afterwards fell into considerable disrepute from the employment of inferior foreign works. Printing types, which we had before imported from Holland, were first made in England in the reign of Queen Anne, by Caslon, an engraver of gun-locks and barrels. In 1725 William Ged, a Scotsman, discovered the art of stereotyping, but did not introduce it without strong opposition from the working printers. Great strides were made in the paper manufacture. In 1690 we first made white paper, and in 1713 it is calculated that 300,000 reams of all kinds of paper were made in England. An excise duty was first laid on paper in 1711. Our best china and earthenware were still imported, and, both in style and quality, our own pottery was very inferior, for Wedgwood had not yet introduced his wonderful improvements. Defoe introduced pantiles at his manufactory at Tilbury, before which time we imported them from Holland. The war with France compelled us to encourage the manufacture of glass; in 1697 the excise duty, imposed three years before, was repealed, but in 1746 duties were imposed on the articles used in its manufacture, and additional duties on its exportation. The manufacture of crown glass was not introduced till after this period.

Notwithstanding these apprehensions, the reception actually given to Lord Anglesey was not at all so disgraceful to the country as he was led to anticipate. Mr. O'Connell kept out of the way; but a numerous assemblage of the most respectable citizens greeted his arrival at Kingstown, and escorted him to Dublin Castle, Lord Cloncurry and Lord Howth riding at the head of the procession. The populace confined the expression of their feeling to a few groans for "Dirty Doherty," whose promotion to the chief seat of the Court of Common Pleas was the alleged offence of Lord Anglesey. He was scarcely a week in Ireland, however, when O'Connell opened the Repeal campaign. A meeting of the trades of Dublin had been arranged for the 27th of December, to march in procession from Phibsborough to his residence in Merrion Square, to present him with an address of thanks for his advocacy of a domestic legislature. Sworn informations having been laid before the Lord-Lieutenant to the effect that serious disturbances were apprehended from this procession, he issued a proclamation on Christmas Day, forbidding it under the Act for the suppression of dangerous associations or assemblies. Mr. O'Connell therefore issued a notice, counter-manding the meeting. On the 4th of January Mr. O'Connell sent a deputation to Lord Cloncurry, to ask him to preside over a Repeal meeting, which he declined. "Those who knew Mr. O'Connell," writes his lordship, "who recollect what a creature of impulse he was, how impatiently he bore with any difference from his opinions, and what a storm was the first burst of his wrath, will not wonder at what followed. Three very long letters were immediately issued, especially devoted to the business of vituperating me, but with ample digressions maledictory of Lord Anglesey." In a few days, he adds, the fever was brought to a crisis by the arrest of Mr. O'Connell and his agitation staff, "after a brisk pursuit through a labyrinth of ingenious devices, whereby he sought to evade the law, in the course of which it was found necessary to discharge five or six proclamations against him. To-day, Mr. O'Connell's audience and claqueurs were termed 'The Society of the Friends of Ireland of all Religious Persuasions.' To-morrow they were 'The General Association of Ireland for the Prevention of Unlawful Meetings,' and for the protection and exercise of the sacred right of petitioning for the redress of grievances. Then, again, they were a nameless body of persons, in the habit of meeting weekly at a place called Home's Hotel; and as the hunt continued, they successively escaped from each daily proclamation under the changing appellations of 'The Irish Society for Legal and Legislative Relief'; or 'The Anti-union Association'; 'The Association of Irish Volunteers for the Repeal of the union'; 'The Subscribers to the Parliamentary Intelligence Office, Stephen Street'; until they were fairly run down at a breakfast party at Hayes Hotel."Early in February he commenced his operations, and carried them forward with a vigour most extraordinary. He drove Soult from all his entrenchments before Bayonne, and again on the 27th he routed him at Orthez and pursued him to the banks of the Adour. This was a sharply contested field, the British having nearly three hundred killed and two thousand wounded; but the loss of the French was far heavier, for they flung down their arms and ran, and there was a great slaughter of the fugitives. The towns of Bayonne and Bordeaux being now left uncovered by the French, Wellington sent bodies of troops to invest them. Bordeaux opened its gates on March 8th, and proclaimed Louis XVIII. Lord Wellington had issued orders that the British should take no part in any political demonstrations, but should leave all such decisions to the Allies, who would settle by treaty what dynasty should reign. He himself followed Soult to Tarbes, where he expected that he would give battle; but Soult was anxious for the arrival and junction of Suchet, who was advancing from Spain with upwards of twenty thousand men. Soult, therefore, retreated to Toulouse, which he reached on the 24th of March.Canning, now rising into note, and Windham, declared that there were no motives for peace, but everything to necessitate the active prosecution of the war; and Windham could not help severely condemning the acquittal of Horne Tooke, Hardy, Thelwall, and the rest of the accused Reformers. He was called to order for thus impugning the conduct of independent juries, and reminded that no legal proofs of the guilt of the prisoners had been producedon which he replied that they ought to have been condemned, then, on moral proofs.[See larger version]O'CONNELL AT THE MEETING AT TRIM. (See p. 526.)Nelson, who had returned to England, by the 15th of September was on board of his old flagship, the Victory, and immediately sailed for Cadiz, accompanied only by three other ships of war. On the 29th he arrived off Cadiz, and was received by the fleet with enthusiastic acclamation. It was his birthday. He posted himself about twenty leagues to the west of Cadiz, in hope that the French fleet would come out. He knew that it was in great distress for provisions, because Napoleon, intending the fleet to assemble at Brest, had laid in the necessary stores there, and could not convey them, in any reasonable time, to Cadiz. On the 9th of October, certain that the enemy would soon come out, Nelson sent to Lord Collingwood his plan of the battle. It was to advance in two lines of sixteen ships each, with an advanced squadron of eight of the fastest-sailing two-decked ships. They were thus to break the enemy's line in three places at once. Nelson was to aim at the centre; Collingwood, leading the second line, to break through at about the twelfth ship from the rear; and the light squadron, at three or four ships from the centreNelson's point of attack. "I look," wrote Nelson, "with confidence to a victory before the van of the enemy can succour their rear; and then the British fleet will, most of them, be ready to receive their twenty sail of the line, or to pursue them, should they endeavour to make off. If the van of the enemy tack, the captured ships must run to the leeward of the British fleet; if the enemy wear, the British must place themselves between them and the captured and disabled British ships, and, should the enemy close, I have no fear for the result. The second in command will, in all possible things, direct the movements of his line by keeping them as compact as the nature of the circumstances will admit. Captains are to look to their particular line as their rallying-point; but, in case signals cannot be clearly seen or understood, no captain can do very wrong if he places his ship alongside that of the enemy!" Such were Nelson's general orders, and they were entirely approved by Lord Collingwood.
